Timber Harvest

Pennsylvania’s Chapter 102 regulations help protect water quality and reduce soil erosion from land-disturbing activities. Timber harvesting that disturbs 5,000 square feet or more of land or is within special protection watersheds requires a written Erosion and Sediment (E&S) Control Plan. The plan:

 

  • Outlines practices to minimize sediment runoff
  • Minimizes erosion
  • Ensures compliance with state environmental standards

Following these practices helps landowners and operators complete forestry operations responsibly while safeguarding streams, rivers, and surrounding ecosystems.

Why Timber Harvesting Is Considered Earth Disturbance:
Timber harvesting disturbs the forest floor and exposes soil to erosion. While felling trees alone typically does not cause sediment problems, the activities involved in transporting timber, such as building skid trails, haul roads, and landings, can lead to erosion and water pollution if not properly managed.
When a Permit Is Required:
Timber harvesting operations that disturb 25 acres or more require a DEP permit. The total area includes:
  • Haul roads
  • Landings
  • Skid trails
