2/17/2026 ANNOUNCEMENT: The PCCD Plan Review/ Permit Service Fee for projects disturbing 1 or more acres was temporarily reduced beginning on February 17, 2026 due to the temporary suspension of the PCCD Post Construction Stormwater Management (PCSM) Delegation Agreement with the Department of Environmental Protection (DEP) while PCCD is hiring to fill the vacant District Engineer position. During this transition, the DEP Northeast Regional Office (NERO) will temporarily handle the District’s PCSM responsibilities until the position is filled and delegation is reinstated. Please contact PCCD with any questions.

NPDES Renewal
- PAG-02 General NPDES Construction Stormwater Permits are currently effective through December 7, 2029. Renewals for this permit type are not available at this time.
- Individual NPDES Construction Stormwater Permits are issued for a five-year term starting from the date of approval.
- PAG-01 General NPDES Construction Stormwater Permits remain valid through February 28, 2027.
- If a project cannot be completed, including final stabilization and submission of a Notice of Termination, before the permit expiration date, the permittee must apply for renewal prior to expiration.
- Renewal applications for Individual and PAG-01 permits must be submitted at least 180 days before the permit expires. Renewals are appropriate only when there are no changes to the approved E&S or PCSM plans. If plan modifications are proposed, a Minor or Major Amendment may also be required.
Important Notes:
- Renewal applications for PAG‑01 and Individual NPDES permits should be submitted about 180 days before permit expiration to avoid gaps in coverage.
- If changes are proposed to the project’s plans — including layout, acreage, or BMP designs — a Minor or Major Amendment application may be required instead of a straight renewal.
