Erosion & Sediment (E&S) Control Plans
In Pennsylvania, earth‑disturbing activities, like grading, clearing, or excavation, are regulated under the state’s Chapter 102 Erosion and Sediment Control rules to protect water quality and reduce sediment pollution. Even if a project is small, these rules still apply. Written Erosion and Sediment (E&S) Control Plans are required for activities that disturb 5,000 square feet or more of land or are within special protection watersheds, even when the disturbance is less than one acre and does not require a formal stormwater (NPDES) permit.
This Non‑NPDES review process helps ensure that best management practices are identified and used to keep soil in place, minimize erosion, and prevent sediment from entering streams and waterways. It applies to a range of land‑disturbing projects, and local conservation districts, often working with municipalities, review these plans to make sure the erosion controls are appropriate and effective before work begins.
