2/17/2026 ANNOUNCEMENT: The PCCD Plan Review/ Permit Service Fee for projects disturbing 1 or more acres was temporarily reduced beginning on February 17, 2026 due to the temporary suspension of the PCCD Post Construction Stormwater Management (PCSM) Delegation Agreement with the Department of Environmental Protection (DEP) while PCCD is hiring to fill the vacant District Engineer position. During this transition, the DEP Northeast Regional Office (NERO) will temporarily handle the District’s PCSM responsibilities until the position is filled and delegation is reinstated. Erosion and Sediment Control

Pennsylvania’s Chapter 102 Erosion and Sediment Control Program helps protect water quality by making sure that soil and dirt from construction and other earth‑moving activities stay on the land — not in our streams and rivers. Under this program, people planning to disturb the ground must use proven practices that reduce erosion and keep sediment out of waterways. The Pike County Conservation District administers Chapter 102 locally, offering guidance, reviewing plans, and helping landowners and builders meet state requirements.

Do I need a Permit (or Plan)?

Not all projects automatically require a formal permit, but all earth disturbance must meet Chapter 102 standards. If your project will disturb 5,000 square feet or more or is within special protection watersheds, you generally need a written Erosion & Sediment (E&S) control plan reviewed by the District.

Larger projects that will disturb 1 acre or more usually require a permit under the state’s NPDES program, which includes an E&S plan plus stormwater considerations. Even smaller activities should use erosion control practices to protect water quality. The District is available to help you determine what’s required before you begin work.
